National Standard General Code for Masonry Structures
General Code for Masonry Structures is approved as the national standard hereby, numbered
GB 55007-2021, and shall be implemented from January 01, 2022. This Code is a mandatory
engineering construction code; and all provisions must be strictly implemented. The relevant
mandatory provisions of the current engineering construction standards shall be abolished at
the same time. If the relevant provisions in the current engineering construction standards are
inconsistent with this Code, the provisions of this Code shall prevail.
This Code is published on the web portal of the Ministry of Housing and Urban-Rural
Development (www.mohrud.gov.cn); and is published by China Construction Publishing Media
Co., Ltd. organized by the Institute of Standards & Norms of the Ministry of Housing and
Urban-Rural Development.

Foreword
In order to adapt to the prevailing rules of international technical regulations and technical
standards, since 2016, the Ministry of Housing and Urban-Rural Development has successively
issued documents such as Opinions on Deepening the Reform of Engineering Construction
Standardization Work, proposing the long-term goal that the government formulate mandatory
standards and social organizations formulate voluntary standards. The long-term goal is to
clarify the reform task of gradually replacing the scattered mandatory provisions in the current
standards with the full-text mandatory engineering construction specifications; and gradually
form a “Technical Regulations” system composed of laws, administrative regulations, technical
provisions in departmental rules and full-text mandatory engineering construction
specifications.
Regarding the specification category. The mandatory engineering construction specification
system covers various construction projects in the field of engineering construction; and is
divided into two categories: engineering project specifications (referred to as project
specifications) and general technical specifications (referred to as general specifications). The
project specification takes the entire engineering construction project as an object; and takes
the five elements of the project scale, layout, function, performance and key technical measures
as the main content. The general specification takes the general technology of various
specialties to realize the functional performance requirements of engineering construction
projects as an object; and takes the general technical requirements such as survey, design,
construction, repair, maintenance, etc. as the main content. In the full-text mandatory
engineering construction specification system, the project specification is the backbone; and
the general specification is the regulation of common and general professional key technical
measures for various projects.
Regarding the five major elements of indicators. The various elements in the mandatory
engineering construction specifications are the basic provisions to ensure the systematization
and efficiency improvement of urban and rural infrastructure construction; and are the basic
requirements to support the high-quality development of urban and rural construction. The scale
requirements of the project mainly stipulate that the construction project shall have complete
production or service capabilities; and shall adapt to the level of economic and social
development. The layout requirements of the project mainly stipulate the industrial layout,
construction project site selection, overall design, general layout and overall technical
requirements coordinated with the scale; reasonable distribution of supply capacity shall be
considered to improve the overall level of related facility construction. The functional
requirements of the project mainly stipulate the composition and use of the project; and clarify
the basic constituent units of the project, which is the guarantee for the project to play its
expected role. The performance requirements of the project mainly stipulate the construction
level or technical level of the construction project; reflect the applicability of the construction
project; and clarify the basic level that shall be achieved in terms of project quality, safety,
energy saving, environmental protection, livable environment, and sustainable development.

The key technical measures are the basic technical regulations to realize the functions and
performance requirements of the construction project; and are the basic guarantee for the
implementation of the development goals of urban and rural construction such as safety,
greenness, resilience, wisdom, livability, fairness, and efficiency.
Regarding implementation of the specification. Mandatory engineering construction
specifications are mandatory and binding; and are the control bottom line requirements to
protect people's life and property safety, personal health, engineering safety, ecological
environment safety, public rights and interests, and promote the economical utilization of
energy resources and meet economic and social management. The survey, design, construction,
acceptance, repair, maintenance, demolition and other construction activities of engineering
construction projects must be strictly implemented in the whole process. Thereof, for the
existing building renovation project (indicating not changing the use functions), if it is really
difficult to have and implement the current code due to the insufficient conditions, it shall be
no lower than the original construction standard. The recommended engineering construction
standards that are matched with the mandatory engineering construction specifications are
mature technical measures that have been tested in practice to ensure that the requirements of
the mandatory specifications are met; and shall be implemented under normal circumstances.
Under the premise of meeting the project function, performance requirements and key technical
measures stipulated in the mandatory engineering construction specifications, relevant group
standards and enterprise standards can be reasonably selected to optimize the project function
and performance or reach a higher level. The recommended engineering construction standards,
group standards, and enterprise standards shall be coordinated with the mandatory engineering
construction specifications; and each of the above-mentioned technical requirements shall be
no lower than the relevant technical level of the mandatory engineering construction
specifications.
After the mandatory engineering construction specifications are implemented, the mandatory
provisions in the current relevant national engineering construction standards and industry
standards shall be abolished simultaneously. The mandatory provisions in the current local
engineering construction standards shall be revised in time; and shall be no lower than the
provisions of the mandatory engineering construction specifications. If the relevant provisions
in the current engineering construction standards (including mandatory standards and
recommended standards) are inconsistent with the provisions of the mandatory engineering
construction specifications, the provisions of the mandatory engineering construction
specifications shall prevail.
